Project scope

Rehabilitation and expansion of the water supply and sanitation systems in Gulu Water Supply Service Area (WSSA) to meet the projected demand up to year 2025, including construction of earth dams. Formulation of recommendations regarding organisational and management framework that will accelerate and sustain water and sanitation service coverage at affordable rates without burdening the operational budget of NWSC or a future private sector. Assessing and defining the potential for Private Sector Participation (PSP) in operation of Gulu WSSA.

Updating the geographical information system (GIS) for Gulu with clearly demarcated block maps indicating the reticulation network, location of consumers and complete database on consumers in agreement with NWSC. Assessing all environmental consequences as a result of the project and determine mitigation measures in compliance with NEMA requirements.

Consultancy services comprised of carrying out detailed engineering designs, tender documentation, assistance in the tendering process and construction supervision of about 21 km new pumping/transmission lines and also included the following works:

    • 17 km water pumping mains of DN 100 to DN 250 uPVC and 4 km of distribution mains of DN 300 to DN 600 uPVC;
    • Tochi dam (with a reliable yield of 16,500 m3/d), Tochi pumping station, and Tochi raw water pumping main;
    • Rehabilitation and expansion of water treatment works;
    • Rehabilitation and expansion of water distribution network including new distribution mains, intensification of the network, search and replace, and service connections;
    • Mechanical works and electrical works;
    • Rehabilitation of the existing sewerage and sewage ponds in the Central Area;
    • Expansion of the sewerage in the Central Area;
    • New sewerage and sewage ponds in the new catchment areas i.e. in the northern area, the southern area, and the Army Barracks
  • Review of the Feasibility Study prepared by COWI–ACE from 1996-1999 for a design horizon up to year 2012.
  • Topographical surveys for dams, water supply and sewer-age systems.
  • Geo-technical investigations for the dams, water supply and sewerage systems.
  • Hydrological study for the sur-face water resource.
  • Environmental impact study for the proposed project., 
  • Detailed designs for dams, water supply and sewerage systems including drawings, bills of quantities and cost estimates.
