Project scope
The Programme “Investment Programme – BTVET” in Uganda is funded by the German Government through German Development Bank (KfW). After the completion of the first and second phases of the programme from July 1999 to December 2002 and from 2003 to 2006, a third phase has been undertaken, which started in February 2007.
The primary project objectives were:
- To extend and improve the vocational training capacities of public and private training providers (TP) related to economic and social demands to produce a skilled labour force, and
- To contribute to the reduction of unemployment and underemployment and to foster the Ugandan economic development
- To contribute to these overall objectives a number of tasks were identified.
Selected TPs were assisted to become financially/operationally efficient and fulfil the needs of the labour market for Vocational Education and Training, VET.
The programme was divided into the following components:
- Promotion of Public and Private vocational training centres:
- construction works at 27 TPs, which would lead to improved and extended capacities for physical training
- supply of tools and equipment
- supply of text and reference books
- Training of management and teaching staff.
- Setting up an ICT platform to network the various actors in vocational training, and
- Installation of ICT Labs at up to 50 training centres
- Preliminary physical inspection and survey of buildings and equipment at various TP sites.
- Inventory of rehabilitation and improvement requirements for buildings and equipment including a preliminary cost estimate.
- Detailed architectural, engineering and mechanical/electrical designs and cost estimate.
- Preparation of bidding documents including drawings, specifications and bills of quantities for works construction and procurement of equipment.
- Tender evaluation and preparation of contract documents.
- Supervision of works construction and installation of equipment including preparation of progress meeting minutes and progress reports.
- Issuing of interim and final payment certificates.
- Preparation of final construction report and as-built drawings.
