Project scope

The project road was upgraded from a gravel road Class C to Class II bitumen standard with a double bitumen surface treated carriageway of 6.0m width throughout and surfaced shoulders on each side, of 0.5/1.0m in the mountainous terrain and 1.5m in the flat terrain. The original detailed engineering design for the road upgrading works done in 1996 was checked and updated by M/s TYPSA of Spain in association with M/s Prome in 2007 and 2008.  H.P Gauff Ingenieure GmbH & Co; KG-JBG in association with Gauff Consultants (U) Ltd were contracted in 2009 to conduct a thorough design review and construction supervision of the civil works. 

The upgrading works followed the updated design in which the route via the current section between ltojo - Sempaya was deviated so as to avoid the existing safety hazardous sharp bends and steep gradients along this section.  The deviation follows a route designated as alternative 2A starting at ltojo traversing through Kibuuku, Rwamabale, Burondo via the road to Rwebisengo and re-joining the main road at Sempaya.  The alternative route is 10.9 km longer than the original hazardous road. 

The road traverses land with a high potential for agricultural production of cocoa, palm oil and natural resources such as oil reserves which, recent studies indicate economically viable to exploit in the region. 

  1. Design Review for the road; 

    • Design Review entailed the review and verification of accuracy of the engineering design package including the following components; Geometric design, Pavement & Geotechnical design, Topographical survey, Hydrological and drainage design, Structural Designs, Utilities relocation data, ESIA reports, Contract Documents, Technical Specifications, Road Safety Audit). 
    • Additional field investigations and amendments were made in consultation with the Client.


  2. Construction supervision of works to completion; 
    Activities included; Monitoring contractor mobilization, approval of method statements & work programmes, verification of Contractor setting out, daily inspection and verification of works, issuance of instructions and clarifications to the contractor, quality control of works and materials, Client liaison, Measurement and certification of works, Financial & Physical progress monitoring and reporting, Cost Control, Assessment of Claims by Contractor, Overall Project & Contract management, Environmental, Social, Health & Safety monitoring and ensuring timely mitigation, Preparation of As-built drawings, Superintendence over the Defects Liability Period
