Project scope

The Kamwenge to Fort Portal Road, which is situated in the western part of Uganda, is approximately 66.2km long. It was upgraded from a gravel and earth road of Class B standard to Paved Class II Road. The terrain along the road is rolling to hilly with steep grades and relatively tight horizontal curves at several locations along the route. It forms part of the National Road that links Nyakahita, Kazo, Ibanda, Kamwenge and Fort Portal. This road connects western Uganda to the Northern Corridor and to the Democratic Republic of Congo via the Fort Portal, Bundibugyo, Lamia Road. 

The project area is fertile and the road passes through areas of extensive agricultural activities including the production of cash and food crops and animal husbandry. There are important tourism and environmentally sensitive areas along the road, including several crater lakes, the Kibaale Forest National Park (KFNP). 

Upgrading the project road to bitumen standard is considered to be important, not only in terms of completing the national paved road circuit, but also in servicing international transit traffic from the south-east of Uganda and Rwanda to the Democratic Republic of Congo (DRC) and for improving access to tourism facilities. In this regard, the upgrading of the connection between Semliki Wildlife Reserve, with its Sempaya hot springs, to Lake Mburo National Park through Kibaale Forest National Park (KFNP) is of major importance in boosting these tourist destinations

  1. Design Review for the road; 

    Design Review entailed the review and verification of accuracy of the engineering design package including the following components; Geometric design, Pavement & Geotechnical design, Topographical survey, Hydrological and drainage design, Structural Designs, Utilities relocation data, ESIA reports, Contract Documents, Technical Specifications, Road Safety Audit). 

    Additional field investigations and amendments were made in consultation with the Client.


  2. Construction supervision of works to completion; 

Activities included; Monitoring contractor mobilization, approval of method statements & work programmes, verification of Contractor setting out, daily inspection and verification of works, issuance of instructions and clarifications to the contractor, quality control of works and materials, Client liaison, Measurement and certification of works, Financial & Physical progress monitoring and reporting, Cost Control, Assessment of Claims by Contractor, Overall Project & Contract management, Environmental, Social, Health & Safety monitoring and ensuring timely mitigation, Preparation of As-built drawings, Superintendence over the Defects Liability Period
